Click the on the More button at the top of the page on Bitcointalk. The first option when you click on More is Buy a copper membership. You will be shown an address that is specific to your Bitcointalk account and the amount you need to pay to get your membership. After you make the payment and it gets confirmed, visit the same page again where you will find details on how to wear your new copper membership.
