What's the best AMD mining driver for you and why? I think I'm getting lower hashrate than many others with my rx580s even after activating compute mode and memory timing too I'm still stuck at 30mh even with OC, someone said I should change my driver, is this true ? If Yes what is the AMD driver you using?

Use the lastest amd blockchain driver if you aren't into gaming or try finding BIOS for your gpu and flash, this is the most stress relieve solution instead of battling with clock speed

Blockchain Compute Driver for Windows is currently not relevant for mining, because it does not support a dag file larger than 4 GB

Changing the driver will not give a higher hash rate, you need to use more aggressive memory timings.
But 30 megahashes is a good result, 33 megahashes could only be obtained on RX 480 with Samsung memory

30MH is good enough most especially if your rx580 is the micron memory gpU, I don't bother myself trying to BIOS mod them I just use the following settings below and I achieve 30.45Mh with ease, samsung and hynix memory are worth BIOS modding though

Core = 1150 / 810mv
Mclock = 2160 / 820mv
With memory timing 2 activated in wattman
