So if all you need is a virtual card to be used for online payment, can he do it even if he is not there in the UAE?  Will the food be delivered to you personally?  So you will also let him know your exact address as well as your Full name and contact details in case of need.

You should only deal with trusted members.  Of course, you will give him the payment before he places the order or checks it out, the service fee must be included, so how much will you pay to the user who can do it?

We use to have beggars on the streets in our country asking for food and money but this is modern day beggars asking for bitcoin in name of food.
I would not send them food too if they are healthy and capable to do labour work and earn money for themselves.

Looking at OP's post history, I didn't really see anything scammy, all his history is mostly asking for transaction accelerators, so I would believe him one time if his credit card got blocked and he needed someone to order food online for him as long as he uses a trusted escrow and the btc gets released once his food has reached him. I wouldn't jump on him saying he's scam because I think in various parts of the world there's lockdown and someone might need to order food if they don't have nearby food restaurants opened and no family. But then again, escrow is very important.
