It's legit. I've used it many times before they decided to enforce KYC on everyone. I can still suggest other exchanges if you tell me which payment method you're planning to use though.

all i need was exchange no gambling money to gambling, and i think maybe convert to btc and then to skrill again, the funds can be already for gambling

Then you're good. I don't think you'll find a better-centralized exchange for Skrill. Not sure about the gambling thing though, I know a lot of exchange don't accept funds from gambling sites, but I went through Paybis TOS quickly (CTRL + F) and couldn't find anything about the subject, so I'm assuming it's okay... but I would still suggest you read the whole thing, just to be on the safe side.
