8gb 2080, 11gb 1080ti and 6gb 1060
is it better to run multiple instances of phoenix for each, or one for all 3?

I only run 2 instances when I have AMD and Nvidias on the same rig, just for tweaks reason.
There's no difference for me if I run 1 instance for each card, or 1 for all
I prefer to run only one, and in your case, with 3 nvidias running phoenix miner on ETH, you can run with only one, this is what most people do, include the ones with big farms

Running the cards on a single motherboard makes more sense because you will be saving yourself some money here, no extra mobo, data connection, power and other pc components, also some pools have fixed high difficulty, using the cards separately on such pool is a waste of time unless you plan on running the cards 24/7, is say combine the power together in one place and start mining, the higher the hashrate the faster it solves shares though not much different

One software miner will handle 10x of graphic cards, there is no need for using a phoenix miner for one gpu it doesn't make sense to me, you are the owner of the cards right? Get extra two risers if your motherboard only have one PCIe x16 slot and start mining

It is better run all in one. Recently difficulty increased. So higher hashrate better chance find shares faster.

If your drivers support all video cards, then there is no point in running multiple miners. Each video card will need to be configured using MSI Afterburner, for example. For 8gb 2080 and 11gb 1080t use 6 pin raisers better. And for 6gb 1060 you can use 4 pin raisers or sata raisers (if there are 4 pins)
