It will not be needed as long as the improvement that already happened already enough to process massive transaction that happened on ethereum network.
The blockchain with good scalability rarely need to update its blockchain caused by their TPS already enough top handle so many transaction at once. This will also work with ethereum when ether can increase its scalability.
L2 is needed caused by ethereum doesn't have enough scalability to handle a lot of transaction at the same time.

Look into FSW (Falconswap). They will aggregate orders to reduce gas fees. Also added on-chain encryption to make transactions completely private.

Better question should be when will ETH 2.0 complete and staking is fully active. When? If it happened next week then no L2 scaling solutions are even needed. If it is happening next year then, lets wait and see. If it is happening in 10 years or never then, ....

First of all, there isn't any surety that ETH 2.0 will be successful and it'll take more time to be implemented. In the meantime, users need any solution so that they can make transection of any amounts whether it's a big amount or small. For this, community needs Layer2 or L2 scaling solutions and many projects already on it and few of them are already able to implement that. Also, Uniswap devs are trying to implement L2 solutions in the upcoming V3 of uniswap. So, L2 scaling solutions will be needed even if ETH2.0 is completed or not as we're still in the experimental phase.

But again, the fees have become expensive again and just after the news that the fees have dropped, it's sad to see that the fees have gotten increased again.

Exactly this, why not wait for ETH2.0 first before we talk about scaling?

And as far as I know, ETH2.0 should covered the issues of high gas fees. If fully implemented and successful then there's no need for L2 solutions obviously.

The problem is that ETH2.0 keeps on delaying and that's why there are many proposals for now to alleviate the problems that investors are complaining, and projects leaving ETH main net to look for other options like BSC.

If there is ETH2.0 working perfectly,  people will Rush rush from L2 mainchain. The time this will be is sth I can't say. Let's hope they work fast.

It will solve the high fees but AFAIK, in the upcoming months with eip 1559, it shall be the one that will lower the fees. I think by that time, ETH is progressing with small steps until it's fully processed and done.
Around 3 more months and we might see the better days for the problem about fees.
