If you are imposing sanctions on a country, it's inconceivable that you'd simultaneously think that that country would be a superb candidate to join your bloc. The same reason that the US does not invite Iran or North Korea to become an additional State of America.

Why to ask such strange questions? How do you imagine such thing? Why EU would need to accept country from South Asia and why Pakistan would need to join EU? It's not how things works in politics.

I do not think that the European Union or France is considering joining Pakistan with the European Union one day. The reason is clear and simple. Pakistan is a Muslim country and the European Union cannot include a Muslim country in the countries of the Christian world. There may be alliances, but there can be no union between European Union and Pakistan.
If that were possible, Turkey would have joined the European Union a long time ago. Turkey has tried and is still trying until now to join the European Union, but it has failed.
