Is there any FREE platform/exchange where i can buy btc/alts when 4hr timeframe closes ABOVE particular price.

You can use a bot. A lot of exchanges allow you to get an API key where you can trade easily. I don't know which bot has that specific features, but maybe you can find free/open-source bot first and try to design your strategy. Other than that, Kucoin also offers bot trading but it's very limited.
