How come the price of ETC in Poloniex exchange is very low?

How come the price of ETC in Poloniex exchange is very low? It is a lot lower than in Coinbase Pro. Can customer withdraw ETC from Poloniex? This exchange doesn't allow US customer.

When this happens the withdrawal is usually in trouble. Like dogecoin on mercatox. So that the interest of people to exchange on etc is no longer high and the prices do not match the actual market. This is still just my guess..

I just checked my poloniex account, deposits and withdrawals for ETC are not possible for a while, but trading is still running

This exchange doesn't allow US customer.

Withdrawals from Poloniex don't require KYC normally, so even though they don't support US citizens it looks like you can still use them.
