hello, for a few days I have had a very low hashrate about 15 mh before I had 34 mh with my 1070 ti. I am at -50%.

I tried with an old driver from January but no effect, my hashrate is 15mh after 10min.
can windows 10 be the cause of the problem?
what solution to avoid the clamping of nvidia?

go to the moon !!

I have had a 1080ti get water damage it then would only use 75 watts and hash at 10mh

you may have damaged the card.

Confused 🙈, what do you mean by water damaged? Can a GPU spoilt by exposing to water? If you dry under the sun for hours it will start working again, if not working properly it's still not well dried I believe

You can try drying electronics under the sun, but that doesn't solve the fact that some parts will get oxidation on them.
Oxidation means bigger resistance and that can mess with all kind of circuitry on the board, causing effects like partly working card, non working card, unstable card and so on.

Don't count to solve this without ultrasonic bath cleaning procedure.

Also if you didn't do anything with the card, then just try the card on other machine, this could easily be some kind of power problem, inspect 6-8 pin connectors on the card and PSU side.

Is your windows update deactivated? Look into that because on one of my rigs when update is secretly going on in the background the cards will lose hashrate most especially if you have small ram space available

Do you have one video card?
If you are using vidnovs and cannot quickly find the problem, then reinstall the system, disable updates with winupdates disabler and install the 2018 drivers
If you are also a mining farm, then use Hive OS or other similar systems for mining. They are updated only at your command.

Windows update can't take away 50% of GPU mining hashrate, what windows update needs to work in the background is CPU power not GPU so this problem isn't about windows update, could be driver issue or wrong driver updates, this is why spare MOBO is always good, if OP have extra mobo he can just try the card in another Mobo

You can try to find the moment, then hashrate decreased. After it - search in windows log files this time.
I dont use windows for mining several times and the easiest way for me - install usb HiveOS and test GPU with it. If GPU is ok - reinstall windows.
