How's Dev team going about marketing? why we wait for the 1st IMO to be released I think marketing should be going on

As far as I know, the project team has made it know to their investors ( Telegram Community) that they have budget for advertising of which they said the budget should be up to $300K USD, they postpone marketing up till this time because token’s website is not ready yet and they need more time to boost marketing.
