Are there bitcoin atms in mexico to buy bitcoin for cash fiat. What kind of fee in total will you pay in percentage terms to buy bitcoin? Or do they go by a flat rate, making larger purchases a good idea? What is the most you can buy at a time?

You can use this link below to check the Bitcoin atms in Mexico, you can click on each and look for the emails or phone number of the companies managing it and ask your questions. ATMs tend to have very high fees. I wouldn't use them for high amounts unless you're in desperate need of crypto. I'd go with P2P platforms that allow cash-in-person trades instead (LocalCryptos or Paxful).
