How large of DC capacity are you talking? This'll probably only be useful to small clients, people & corps who had large mining farms likely won't find big enough DC housing with you.
You gotta remember that the folks like BTC.TOP who are moving their mining operations outside of China already lost a lot of revenue in the process of doing so (especially the ones who were also hit by the Xinjiang blackout), and most aren't going to be in a position to commit additional money at this time with the BTC price 35% down from normal, so I think you're targeting the wrong audience here. Smaller clients should be what you go after.
