Not from any bank that I know of.  You can buy a lot of different coins, including USDT from Binance.US, Coinbase and Coinbase Pro, and Bitstamp.  All three outfits allow you transfer USD from your bank using ACH and wire transfers.

yes, you can buy or sell in http://www.binance.com, just buy btc on credit card or P2P and swap it any coin.

The person is from the US and Binance.com blocked all customers from there from using the service. So what you are suggesting is impossible.

OP has to use exchanges that are compliant with the US regulations like Kraken, Binance US, Gemini, Coinbase Pro to buy USDT or any other stable coin like USDC using USD from his account.

I am not a resident of the US, but as far as I know, Coinbase is the most serious player on the US market and if I will be there, this is where I would open a cryptocurrency account (Coinbase only).

Coinbase as a company that bought Bitcoin which eventually turned into another cryptocurrency transaction company like Ethereum which is now popular in the United States.

They've started with bitcoin because it was the first one and that's how they've started. But they're not the only player exchange in the US. As said in the past posts.
There's also binance.us that's focused on their customers residing in the US.
