I don't know the answer to the first question but I know the answer for the second one.Rx 6700 XT is a medium/average graphic card for mining doing 47 Mhsh with almost the same power around 130-140 watt as the 3070 does 61 Mhsh.Not the best one for mining if you ask me,unless you find them at a really good price nowadays.I would not go with them for the long term mining.I would classify this card in the same league as the RTX 3060 normal,not the Ti version.

https://www.newegg.com/p/pl?d=6700+XT
Will this store suit you?

Set the correct electricity price and check the result. It will be very difficult for these video cards after the end of Ethereum mining.
I have not yet heard about the possibilities of modifying the BIOS for these video cards to improve mining.

regular stores like canada computers and memory express have stock of gpus for the past few days, but most of the new stock is lhr, i have a 6700 xt and it gets about the same hash as 3060 with limiter removed, albeit 3060 was 600 cad when i bought them and 6700 were 900, ill wait for the lhr to be removed because i dont think its a good move for nvidia to have low sales after a mining craze

i did some math to see which cards to get for my next rig (in CAD) and i got the following results...

Card >>> Cost in CAD - MH/s
RTX 3090 >> 3199 CAD - 120 MH
RTX 3070 >> 1500 CAD - 62 MH
6800 XT  >> 1880 CAD - 62 MH
6700 XT  >> 1049 CAD - 44 MH

Card/ Price per Mega Hash
3090  = 26.65 CAD/MH
3070 = 24.19 CAD/MH
6800 = 30 CAD/MH
6700 = 23.84/MH

apparently despite low hashrate the 6700 xt and 3070 are the most efficient !...

finally am saying all this because am NOT seeing GPU prices dropping, and it seems big retailers like newegg have finally decided to sell above MSRP, so maybe its better to buy at those above MSRP prices as the situation is not changing from what i can tell...

any thoughts am open to discussion...

You picked the worst time to buy GPUs and start mining. Not only is there a shortage due to mining there is also a chip shortage due to covid.

You can try kijiji and maybe get lucky and someone might want to get rid of a RX 470 8gb for a decent price. You never know. Profits fell a lot and many might want to quit and move on.

Sometimes you might get lucky at Bestbuy locally or even London drugs. Nobody buys GPUs at London drugs so most likely they might be in stock there since nobody bothers to look. There is also Staples.

well, i can only say that if you can take the risk (not getting roi after a few years), then you can buy it. but if you can't take it, probably best to wait until next year. gpu market sucks and the crypto market is quite uncertain right now. if it were me, i won't take a gamble.
