In Korea, we conduct OTC transactions (over-the-counter) for various coins such as USDT, Bitcoin, Ethereum, and Ripple.
All transactions are made directly with KRW Cash in Seoul, and coin transactions are based on the Binance price.

Some of the major exchanges like Huobi, Kraken, Paxos (ItBit), and including Binance itself provide OTC trading services, and yes you have to be verified to do so.

The problem is that the availability of crypto sellers to local currency is limited from the country itself, it may take you more time to exchange let's say more than $10k depending on how many broker have matching orders. You are better off making separate orders at several brokers.

Can't really help you, but I will point you to the direction of family offices associations, who are generally the clients of old OTC providers (Bitcoin, though, I really don't know how it works for other crypto but am assuming these days all Bitcoin accepting OTCs also take on more of those stablecoins now).

One option for you could be to provide liquidity to exchanges (even DEXs). Until you identify the large buyers. Then you offer off-chain OTC. I know at least one ex-client who grew their clientele just like this.
