Paxful fees is huge and requires ID. Local bitcoins requires ID and localcryptos starts at minimum $100.

The problem with PayPal is that it's a reversible method and most avoid it. And since it's you who is using PayPal, no offense, but the actual question is if you are to be trusted... However, if you do find a seller, just use a proper escrow for bitcoin (you'll probably have to pay one more tx fee, but that's rather small) and you will be fine.

If you are living in the US I think you can buy bitcoin in Coinbase using Paypal. The only problem is you will need to verify a KYC process and your Paypal must have a linked bank account or debit card to be able to buy Bitcoin using Paypal. Yes, you are right. I am only making such conclusion because Charles2080's account is still newbie, I do not think anyone will want to make deal with him/her without escrow unless he/she send first. But Charles2080 should be able to know that some accounts are reputed and making deal of certain amount with them will not lead to scam. Such like your account now, I can perfectly make a deal of some amount of Bitcoin to fiat or fiat to Bitcoin without escrow and I sending first and I am very sure you will not cheat me based on our agreement. I just included escrow because the account seemed niewbie, just to know the relevance of escrow, not that it is necessary for highly reputed accounts. So, if one of the parties have a highly reputed account, I do not think escrow is necessary if the newbie account can send first because reputed account will not want to send first to newbie or non reputed account. But in this case, it will be good for the newbie to first ask the reputed member to sign a message with an old Bitcoin address on this forum, to actually know he is dealing with the real reputed member and not a scammer that hijack the account.

Almost any seller will ask you some sort of verification because you should know that PayPal payments are reversible and the person receiving the funds usually has no way to win that chargeback dispute opened against him at Paypal. Now coming to your question, if there is a seller here at the forum selling BTC for Paypal. There are many but be aware of scammers and always use an escrow although most of the times escrow can't do much in Paypal exchanges but at least avoid immediate scams like taking money and running away. Seller sends BTC to the escrow Buyer sends paypal and opens a chargeback immediately The seller then asks him to withdraw the dispute The buyer does it and now cannot open a dispute again, I believe since he already lost a dispute. Then the escrow can release coins because there is no plausible way of doing the chargeback. I have not done this myself so thinking if this works or has something I have missed.

I've never thought about this. This might actually work however, I'm not sure for how long can someone continue doing this without getting in trouble. Paypal might find this suspicious. Also, if this were to work, I believe it would only work with PayPal balance and not the funds that were loaded from a bank account/credit card.

It's expected that most centralized exchanges required ID verification before you can buy and sell cryptocurrency or in Bitcoin, not unless, if you will choose decentralized exchange but I don't know if they are supported by Paypal which is Paypal is a centralized company and for sure any third-party decentralized exchange isn't allowed.
Alternatively, you can find transactions here in the forum from Paypal in exchange for Bitcoin, but of course, there's an escrow. To avoid chargeback, it might good if the escrow will hold both the fund after several days (it sounds funny, how many days before the chargeback isn't effectively initiated) or why not you will use another method of payment not through Paypal. IIRC, 180 days can still file a chargeback which is very risky using Paypal payment for the Bitcoin seller even though we use escrew.
