The green light is on and the device does not receive an IP

Where did you download the firmware?

If it is from the original website try to use this tool called EbiteMinerMiniV1.0.3.2.7z below

If you can't still find the IP can you try to reset it to the factory default? Check the miner if it has a hole for the reset/IP report button hold it for 15 seconds then release.
And then try to find the IP through angry IP or use the tool above.
