I have noticed that you mention civil right in the title of this topic.
I don't really understand what you mean, what is the relation of it to your argument here.

As far as I know, civil right include the right to vote, the right to a fair trial, the right to government services, the right to a public education, and the right to use public facilities. Those should be a basic right which are protected by the state/country.
