What if bear market gets here and GPU price doesn't make lots of difference? I mean what if BTC bottoms at 30,000$ and ETH still stays in 4 figures which still makes mining profitable still? Everyone waiting to get GPU at cheap price will be disappointed won't they?

If BTC bottoms to 30k not only eth all alts will follow it. if BTC loose 1% alts can loose 5%.
It depend how bear market comes and how long will it last which is no one knows.Maybe Elon Musk knows but he wont tell us

Intel GPUs are coming soon, even if the market stables at a good price let say 30k per BTC new GPUs are already on the way, we have 6600xt from AMD which wins over rx580s, don't worry about GPU price mate

GPU price will always make a difference in bear market mate, less value in coins equals to less mining profitability and I'm sure BTC will go way down under 30k if bear market comes, don't fool yourself stop buying GPUs for 2x MSRP
