Well, I just checked both of the domains mentioned above. As after checking I can assure you that these are not regular scripts that can be sold by anyone, rather custom-made designs with their own coding using PHP as a programming language. Also, it is using an MYSQL database to access data and display it to the user.

These types of websites need regular updates to the database also need regular monitoring. And it requires major backend work to be continued in the industry.

If as an independent user you have programming knowledge, then it will be more advantageous for you to run such type of website.

If you are just running it to earn money, then it will be definitely harder to achieve.

clearly that's not a regular website where you can find similar themes and templates on the internet or websites like Envato market so more likely that you need to hir a programmer to do the job for you if you don't have anything with coding.

I found it like an ICO listing websites with an upvote system, and I feel like it has existing script on sale on the internet but you have to edit some terms coz they're technically different, if you have a basic php programming knowledge I guess it would cost you less.

But hiring someone knows in web/php development would be much better  than buying a script if you really don't know on how to build such website.

Gemspree.finance was done in WordPress CMS. I can't find which plugin is used here, but someone experienced probably can recognise or suggest plugins that can handle this function.
I will always suggest WP for people who are not familiar with any programming language. Platform ^WordPress was constantly updated, also most of the popular plugins.

Hiring someone for such a small business, not the simplest. refinements and corrections are often required, and that sometimes requires more time and of course money. it seems to me that OP wants to do this as a hobby with the possibility of potential earnings.
