It wasn't an admin in ReguluHr's case, but global mod hilariousandco made a short post when he unbanned ReguluHr after almost two years or waiting.
As I wrote, admins don't usually deal with these things, so I warned the OP that it doesn't make much sense to go in that direction - just as I warned him that ordinary mods don't have the authority to remove the ban, it's all in the hands of global moderators. The case you mention is more than clear to me, I only showed one single example where the admin personally intervened and removed the permaban in the case of plagiarism.
