My name is Dr. Wolfgang Kainz. I work for the U.S. Government in a special division. We are looking for help from the community to track down cyber criminals, e.g., scamming, stealing of bitcoins, hacking, etc. Your contribution will be rewarded on a case-by-case basis with crypto currencies.

Because of the high security everything is only accessible as via SAPs (Special Access Programs), which is higher than top-secret. Therefore, I can't reveal here more information. We are currently tracing cyber criminals involved in Cryptocurrency Theft. I am really surprised to see the US government looking for help from the community to track down cyber criminals. And even ready to pay with cryptocurrencies !!
Does the US government really need a special devision to track this kind of crimes? Then what does the SEC do ?

I can't tell this is fake, but some details are ambiguise and weird to be made by the most powerful government in the world. It has no sense that you provide passports with different colors to prove credibility as this would proves nothing, exactly like you want to confirm identity via a video call.
By searching about Dr. Wolfgang Kainz in google, i have found two profiles; One is a professor at the Department of Geography and Regional Research of the University of Vienna [link], and the other is a Research Biomedical Engineer at the U.S. Food and Drug Administration in the Center for Devices and Radiological Health [link] .

And I don't think any government official would share their personal ID to other people besides authorities.
Last but not the least, I don't think US government is paying cryptocurrency as bounty at the moment.

I have no idea if the OP is who he says he is. The telephone number and email address appear to be associated with the person who the OP says he is. This person appears to work for the FDA, and I am not sure why the FDA would be investigating anything to do with bitcoin, or even most crimes (the only crimes they investigate are those related to products the FDA regulates).

The person the OP claims to be does not appear to work in the law enforcement side of the FDA. I think there is a chance the OP is actually trying to get people to harass the person he is claiming to be by posting his contact information.

There are a number of private entities that I believe contract with government law enforcement agencies that help with the types of problems the OP claims to need help investigating. One of the well-known companies is chainanalysis.

everything is out in the public domain. just google 'wolfgang kainz fda' und you find everything you need to know. what's you don’t known is that i am also member of a fairly new, and not yet well known, special enforcement team working for the Free Will Protection Program or FWPP; I am the Assistant Director of FWPP. please google it, there is no official website for obvious reasons, but i found it mentioned on prison websites were criminals we caught talked about FWPP (under President Obama it was called the Cyber Security & Safety Administration or CSSA (i am sure you have heard of the CSSA!). we are decentralized Agency within DHS (Department of Homeland Security) and most of us work under cover. Most have cover government positions, like i 'officially' work for FDA. The contents of this book provide internal suggestions to Department of Justice attorneys. it is integral part of the Free Will Protection Program (FWPP) which started under President Trump. i am the lead author of this document and very familiar with almost everything in there. i highly recommend reading the 213 pages! it's encrypted and confidential (please do not distribute it), pw: ilyasssimou. i am well experienced in quantum computing and cryptology. part of my PhD thesis was in multi-dimensional cryptology, e.g., double-helix cryptology like our DNA, and quantum cryptology. we don't have the world's best with quantum computer with 256 qubits (an overview you can find here: https://en.wikipedia.org/wiki/Timeline_of_quantum_computing_and_communication) but the FWPP team has access to several quantum computers; the most powerful machine i have access to is a very stable 32 qubit q-computer (not yet the 265 from IBM, but it does what we need to do). no, we can't crack private codes from cryptocurrencies (for two newer cryptocurrencies we were actually successful and able to crack the private keys, but only because of a poor implementation of the blockchain). simple PGP and VPN (depending on which one it is) can be compromised with the quantum computer i have access to and we can listen to VPN connections, PGP, trace VPN connections to the original location, etc.

My best guess -

The email and bitcointalk account are from the real owner, but his email was somehow compromised, so the imposter can reset the details and gain access to his bitcointalk account.
The phone number is not from the real owner and was registered with a fake name by the imposter, that's why when people do reverse search, it shows as the real owner's name.
So no matter people try to contact the person via email or phone call, it will all ended up answered by the imposter.

OP said he will share his personal ID via video call, but it's impossible to do a video call via email or a regular phone call.
So my best guess is that the person will make up a story and says it's a top secret video call so you need to pay a certain fee to access it, blah blah blah.

Or maybe the real owner has his IDs stored in his email, so when his email is compromised, so are the IDs.
So when you do video call with the imposter, he will show you the stolen IDs to gain your trust.

Another red flag: The real Wolfgang Kainz is a biomed researcher who merely works for the FDA (Linkedin).

He also has a twitter: I will try pinging him to bring this to his attention, and see whether he is the real author or if this is an impostor.

Linkedin would've been a better option but his DMs are locked to connections.
