You don't have to consider it proof; it's evidence if nothing else and shouldn't be deleted, since this situation is still ongoing. Those two applications you posted are from different campaigns, so it isn't evidence that any cheating was done, but it is more evidence that the two accounts are connected (though I have no idea whether they're alt accounts).
yes like the main point that they are the same person, but in essence I am not saying that it is proof of cheating like following the same campaign.
