In short:
Memory overlocking has no effect on my cards.

Hi have couple of Nvidia 1060 6GBs, I had used them for a brief period in 2018 , was able to get about 19-20 Mhz on cards Hynix memory, around 23 on micron and about 24-25 on Samung with power limit of 80 Watt  (was using claymore miner at that time)

I have taken them out again and started with phoenixminer, however I am not able to get anything more than 20 , even if I go for 1000+ memory clock, there is merely any effect on any card apart of one with Hynix memory. The card with Hynix memory is showing default 15-16, and when I add +550 to memoryclock , it goes to 18 MH. More than that, it was unstable and still it is.
Similar rate is on  on lolminer .

If I increase PowerLimit to 100W then I can go to 21.5 max on each cards (Hynix around 18.5 MH).

What I am missing, I am using Ubuntu 20.2, have enabled overlcocking of cards by modifying xorg.conf file .

PS: tried with proprietary nvidia drivers 390, 460 and 470 so fare.

You have to enable overclocking with command:
sudo nvidia-xconfig -a --cool-bits=31 --allow-empty-initial-configuration --enable-all-gpus
and reboot the system.

May be it was not clear but I have already done that.  In my case overclocking is only affecting Hynix but not other cards.

First nearly all 1060 gpu´s can handle the same hashrate (hynix up to 24mh, micron up to 25mh and samsung also 24 - 25mh

You know that the nvidia gtx 10x0 series have a tlb failure? This failure reduce Ethash hashrate with the growing DAG. So around 21 - 22mh with 100w is normal at this days. High mem clocks are not needed, you can run it with +400 to +500mhz, more bring nothing today.
Recommended miner for gtx 10x0 series is T-Rex or Gminer, because they have the ability to tweak the mem (-mt ..) .
Lolminer didn´t have this option, but i recommend this miner for newer AMD and Nvidia cards.

On nvidia 1060 video cards, the hash rate decreases with the growth of the DAG file.
The maximum hash rate is now 23 megahash on these cards.
If you want to get such a result, then the power limit must be set to the maximum value. In the MSI autoburner I have a value of 116. Memory 600-1000.

So much memory clock is not needed. +400 is enough with -mt command. My 1060/p106 run with 4200mhz memory, 1822mhz core clock and 900mv - 925mv with 22 - 23mh and around 24 - 25mh when it switch to Zil epoch 0

You can configure the video card in this way, but it all depends on the video cards and the type of memory.
I have a memory clock value of about +600, and I'm used to it.
-mt command does not always provide stable operation on all video cards, so let Rickirs choose the best option for it on its own.

Thanks you guess for suggestions so far, it looks like I was missing the effect of increased DAG size causing reduced hash. Now I need to do 100 W in order to get hashrate what are closer to my previous hash rates. So, now instead of 75 W or 80 W , power should be 100W or 110 W .
