you have to put your password(after clicking the "pay" button) first before you can click the send button to send bitcoin.
anyway, just to be sure here's a link to a tutorial on how to send bitcoin using electrum https://bitcoinelectrum.com/how-to-send-bitcoins-using-electrum/

if you are still hesitant, you can also wait for other members to respond here if you want to be sure whether what I answered the correct or not.

If you can't even press the send button it seems you're using watch-only wallet isn't? Watch only wallet can't spend Bitcoin, you only can view the transaction and balance

Send and Pay are different.

so i thought using a small amount to practice would be a good idea

I think that you have even better means for practicing: start Electrum with testnet parameter and you'll make there a new testnet wallet.
If you google search for bitcoin testnt faucet you'll find some that are active. Get some testent coins (free, no commercial value, test purpose) and play around with them. When you got it, then send the coins back to the faucet and start Electrum again without the testnet parameter.

And one more advice: activate Preferences -> Transactions -> Advanced Preview, it will make things much less confusing.
Then sending should go like described here: https://www.reddit.com/r/Electrum/comments/j3vg0z/sending_transactions_on_electrum_wallet/g7ewi7t/?context=3

Quote
Click Send (fill in address and stuff)
Click Pay (will get advanced preview next)
Review your TXN and make whatever changes you need
Click Finalize
Click Sign
Click Broadcast

If you can't even press the send button it seems you're using watch-only wallet isn't? Watch only wallet can't spend Bitcoin, you only can view the transaction and balance
You can still click the "Send" button on the "Confirm Transaction" window after you click on "Pay" on watch only wallets. It simply generates your unsigned transaction to be saved and exported to your full wallet.

OP, just to clarify - you can enter an address and amount and hit "Pay", but you cannot hit "Send" on the new window which pops up? Do you get any warning in red text in the "Confirm Transaction" window, such as "Not enough funds"? It might be since you are trying to send such a small amount of bitcoin and you don't have enough to cover the fees you are trying to pay.

-snip-
i'm unable to press the ''send'' button
Is your wallet "2FA"?
Check the wallet name in the status bar, 2fa wallets have [2fa] tag after it.
Because that balance isn't enough to pay Trusted Coin's initial payment for your next 20/100 transactions; plus the fee and the amount to be sent.
More info: trustedcoin.com - FAQs | Scroll up to know more about Trusted Coin which is Electrum's 2fa service provider.

Or are you using the mobile version and it's not a 2fa wallet?
In mobile, "Send" isn't a button but a 'tab', in that tab, you'll have to click "Pay" in order to send the transaction.
