If someone bought the Dogecoin at the highest price, then it is better to wait or change it to other cryptos and make money by exchanges and swap?

It depends on your personal preference, since you mentioned you bought it at highest price so you are going to lose value when you sell it for lower so you can keep HODL doge until you make profits. Or if you convinced that swapping to the other coins seems best then just go for bitcoin and avoid the hyped ones.

Well, if i was you, I probably would have sold it a long time ago, or are you one of those holding and hoping it gets to $1 usd? For me, I find the second option better, if I buy any coin at a high price, I prefer to sell it at a low price and exchange it for another coin and sell and buy until I make up for the loss that I got because it may take a year or more for the coin to return to the purchase price and during this time Maybe I made up for a loss and got some extra profits.

this is your own decision.when you say when the highest price is what? $0.60+ ?   if you believe that one day there will be a new ATH for doge just hold . if you have minus 100-200% on coin doge. maybe I'll just be the holder. after all even though doge is a meme personally i think coin this coin still has the possibility to go up again. although this is likely only the hope of a desperate person.

Your call because its your money to play on but considering that we are talking about swapping then of course it will vary or depend on the value of those coins plus consider out those fees
involved because you cant really just make out swaps without considering those factors because fees will really be that much of a problem if those trades turns out to happen.
But if you do saw that you could actually make out some advantage or profitable for you then go ahead because you wouldnt know unless you do try.

If you bought on the level of 7$ I am really sorry about this, as it is a big loss. As for now, I think you had better sell them. I don't think that it will be a new big hype around meme coins like it was in spring, so I don't think that price will come back to 7$. What is more, Vitalik Buterin has cleaned his wallet from different meme (doggy) coins recently, so it is an additional pressure on their price.

I guess it also depends on the situation. And IMO, dogecoin will no longer make it reaching its new ATH because Elon is not tweeting it anymore so more likely, its price will definitely stay in low value. And before you see yourself losing that much, well its a good time to change it into another coin that has still good potentials to grow more. Do it when you see bitcoin price is dropping as its always expected that altcoins too will possibly be dumping too.

However, if you think dogecoin is still good for long term holding, its your choice, but i'm afraid it will be a long waiting game and yet, you still lose in the end.

it's better to sell it and try to take profit on another coin, right now the price of Doge has fallen so deep and there has never been a move back high like it used to be again I don't think Doge coin is good to hold for long.
