Every restriction has its purpose but to be honest, too many implementations of strict laws could only be the reason for gamblers to do illegal things that could ruin more lives. We can't deny the fact that people will always find ways to do gambling no matter what restrictions the government might implement so as for me, the government should also consider the bad effects of the laws that they're going to implement.

This is simply a fact, times have really changed and some old rules, restrictions and regulations need to visited again and revised.  Before now when people had little right and knowledge to exercise their freedom, and movement both of ideas, culture and people themselves was not so easy as the present day, people could easily be in conformity with any rule you put in front of them. But now there is free flow of information, ideas and culture through the internet and media, you have to loosen up on the rules a bit and review most because if you don't give people enough reason to stop something and a better alternative, there is enough information in circulation to know how to bypass the rule to get what they want. So in other to prevent a situation where you are the only one being deceived that your rule is followed, review laws and create an enabling environment so you can still have an idea as to what citizens are up to, and if you know what your citizens are up to, you can control them. I think this is what Dr Wulf Hambach is insinuating.

No doubt it's in favor of gambling companies in Germany.
But it doesn't prevent the victims especially the underaged that get into gambling and losing their earnings in a casino that charges a 10% house edge.
I'm not against them but what I've seen is people start gambling for fun and start to think of it as their earning source, especially under the 20s.

This is what the government is attempting to mitigate. With the restrictions being inevitable to protect the public against COVID transmission, this has brought about people seeking another avenue which is most likely illegal and unregulated. This being the case, the government has to somehow find a compromise to balance between restrictions and accessibility of gambling.

Again, the effect would most probably be towards the underage group attempting to gamble on an unregulated website/establishment which can potentially endanger their future.
