Any consensus algorithm is simply a tool. It cannot be good or bad. The way blocks are validated doesn't make projects scam. It's more a question of convenience and target audience.

The whole process has a feer hand wherewith it is made impossible to track. Who got how many coins and how low they got in. Then bastards upon launch embark on a multi month selling skite.
