I have the latest miners.
I have tried pretty much everything but flashing to a different bios. Even reinstalling Windows (tried both 10 and 11).

I have a MSI RTX 3080 Gaming Z Trio LHR. It should be mining around 70mh/s (ETH).
Mine doesn't do more than about 62mh/s.

The settings are -500 GPU, +1000 vram, 80% power. I have also tried very different oc settings. From original to +1500 vram and +150 gpu.
However, Afterburner power slider does nothing above 60% power.
I have tried different miners, T-Rex, lolminer, NB miner, NiceHash (latest versions). They all mine at about 60mh/s and 200W+-10% power.
If I go below 60% power, it drops, but if I go higher, nothing happens. I have tried EVGA Precision and it's behaving the same way.

What the fuck is going on here?

I think your cclock is too low, it is capping your hash power.
mine is at 1055mhz cclock and 1240mhz mclock (although I'm locking the core clock which should be better in term of efficiency and temp)

you can try to add more cclock first and see, then if you want, instead of cclock & pl, I suggest you to use lock-cclock command (in miner, or in windows cmd with nvidia smi, or with msi after burner).

with my 3080 gigabyte vision I get consistent 73.5mh/s with this:

1240mhz mclock
1055mhz lock clock
no PL nor cclock setup because when you use lock clock it manages the power itself.
power draw is 220w (but with last nbminer light variation between 208w to 220w but it's ok for me), temp 40gpu/72vram
lhr tune cmd is at 75

nbminer does not manage lock cclock so I use nvidia smi:
smi nvidia: open cmd window in windows then:
#first list your gpus:

nvidia-smi -L

#note the number/index of your gpu. for instance gpu number 1, then for cclock locked at 1055mhz we write:

nvidia-smi -i 1 -lgc 1055

#if you want to reset to default values:

nvidia-smi -i 1 -rgc

and for mclock and fan rpm I use msi afterburner

Didn't work unfortunately. And I did it correctly :/
-500 or +150 on gpu does not matter either.

On Windows settings:

Power limit 75%
Core clock -200
Memory clock +1200 (+1000 for better stability)
Fan speed: The best to your environment

On Linux settings:
Core clock -200
Memory clock +2400
Fan speed: The best to your environment

The above are the correct settings for a 3080 card no matter LHR or non LHR so go ahead and try those settings.

Doesn't work unfortunately.
Overclock doesn't matter unless I go minus on vram or lower power limit to below 50%. That's when the hash rate drops.
It's always around 61mh/s and power draw 200w +- 10% with normal overclocks.
