OP, if I were you I'd be posting in your local board instead of trying to write posts in English, because not only is it apparent that it's not your first language, but you write so poorly in it that you really shouldn't even be trying to unless your command of the language improves significantly. The members who've reported your posts and the mods who've taken action against them are all the proof you need that this is true.
I must disagree with you on this one; this forum is so international it's not realistic to have everyone
speak write
good english. However, that should not be a barrier for someone who is wanting to learn more or try to get some help on whatever issue they may have. No one should be discouraged from posting
just for their language skill.

According to the interpretation that I see from the description of @The Pharmacist. there may be a good side too, for example instead of writing posts in bad English - better to write in local language which is easy to understand especially for users (sweetbtc). at least can cover the shortcomings or maybe I also misinterpreted this (correct me if I'm wrong). and I hope you can also understand what I'm saying, because I'm not fluent in English.
Also, other example: like me personally, not fluent in English and not good at making quality posts. and instead I try to expand my knowledge by exposing fraudulent accounts.
But I also agree with your opinion. overall (no ban) when someone tries to post on Global forums even with bad English.
Regarding the OP, I think there are many answers to the question asked. but what caught my attention was that the OP's account had a bad history in the past. if explored further it will lead to big farming clues
