Your best bet is to probably view the source code of the website. Look at the directories for the CSS file it's calling and things of that nature. If the URL has something like "wp-content" in it then it's going to be using Wordpress (which something like 90% of websites are running these days).. You can also look for plugin or theme URLs in the source code..for example something like this: <link href="/plugins/system/jce/css/content.css?aa754b1f19c7df490be4b958cf085e7c" rel="stylesheet" />
By seeing the line of code above I could go search for "jce plugin" and would find that this is a plugin used in Joomla...Therefor, I now know the site is using Joomla.
There are several ways to tell what CMS or template a website is using by looking at the source code. But keep in mind, not all websites use these. If the site was custom created using something like HTML5, CSS, and Javascipt then you won't be able to duplicate it exactly.
