If you need chief marketing Officer or advisors then linkedin is the source for the right place to search this type of people. If you have not connections with such type of people then you may buy premium member on linkedin and search their email or send message to them to contact with them.

What do you mean by partners in the project ? You want the investors to join your project ?
I am afraid 99% of the people who are looking for investors to invest in their project and become partners and in the end, they are just being scammed.
People even don't have any project and they try to look for easy money in the form of partners.

It's not bad to try it, probably just try posting here what project you have and some useful information and if there's someone here probably he will contact you but one thing I'm sure is someone will contact you but most of them might try to scam you or probably not serious at all so be careful on checking if they are legitimate or not.

OP probably needs to be more descriptive about his project.
A short paragraph about the project may help gain the investors and partners attentions. Also he needs to proof himself with his project so people can easily trust in him.
