Decentralized wallet? Do you mean non-custodial wallet, especially multi-coin wallet?
There are a lot of popular wallets to choose (I'm not vouching for their security tho), for instance, trustwallet, metamask, guarda, coinomi, etc.
As for reduced gas, I'm not aware of this kind of subsidy exist, the only thing I know is to reduce your gas manually each transfer by looking at https://ethgasstation.info/

According to wiki^[1] A cryptocurrency wallet is

A cryptocurrency wallet is a device,[1] physical medium,[2] program or a service which stores the public and/or private keys[3] for cryptocurrency transactions

Each wallet must be decentralized meaning that the only capable of creating and managing the private key and not any third-party member.

As for fees, wallet does not control them, but the fees vary according to the network overcrowding and therefore transactions with top fees are confirmed first, the more flexible wallet in the management of fees and predicting it are better.

The best wallet for ETH blockchain, as it is open source one which is Metamask^[2] and mycryptowallet^[3] is good options.

As for good wallet, I can recommend you trust wallet as it supports a wide range of coins and it can be connected to a cold wallet. Also trust wallet is compatible to many web-sites so it is user-friendly.
One more wallet is Tron link, but is supports only TRC20 tokens (tron chain). I like it because it has many useful functions and it uses a cheap chain, so transaction fees are low and you can swap just in this wallet.

Decentralized wallet makes no sense. You might mean a open source wallet, an offline wallet or a hardware wallet.
It's the money you own and it should remain with it. The blockchain and the distribution mechanism in crypto is decentralized. Not the holding. If you want to have secure wallet with multiple people responsible to move the funds, you could go with multisig cold wallet. If you want to have wallet for DEFIs, Metamask is a good one as it can support every of ETH based side chains.

The cheapest DEX that I know is FTX. I know some hacks of how to use it without fees. For example, if you use BlockFolio-mobile application from the FTX exchange- you can withdraw stablecoins and ethereum for free.
1. Import the stables to the FTX exchange.
2. Withdraw USDC ERC20 (ETH) from FTX to the BlockFolio.
3. Now you can safely start distributing stables to wallets in the ERC 20 network with zero commission.

What do you mean by decentralized wallet? I suppose we can say that custodial wallets are centralized, then this would mean that all other wallets are decentralized. Choosing one is a personal choice. Some people prefer hardware wallets to maximize security, while others find that a popular software (mobile) wallet is sufficient since because they don't make large transactions with it and they don't hold large amounts on it.

A good example of a decentralized wallet is the paper wallet. Write down your phrase on a paper and store it where nobody can have access to it. Whenever you need to withdraw your funds, visit the online wallet that issued the phrase to you and input the phrase and take your funds. Nobody, will have access to your funds using paper wallet.

I would say NEAR protocol is the best option. NEAR has .01 usd transactions and their account system makes it the easiest crypto to use. You can have your own name on NEAR protocol "Sammy.near" and you don't have to install or learn how to use metamask browser extension (track seed words, configure gas fees, configure rpc, add custom tokens etc.). Plus NEAR makes DeFi easy with Ref Finance. You don't see multiple approvals like on Metamask, it's as easy as checking your email.
