Bitcoin credit unions?

Just curious if it's possible to do physically, as in at a physical location. Also wondering about legal terms.

No, I'm not planning on doing it, it was just an idea that came to mind [figured giving out student loans/paying back CC debt at a lower-than-10% annual interest would be nice...]

Anyways, if anyone has any information on the legality of this area, I'd be glad to read/listen.

Or maybe just a micro-loan type credit union, I really don't know. Just a thought.
