Looks like he has more offering recently and selling multiple options , Maybe you should create a proper Scam accusation here

just make sure that you have a concrete evidence to support your accusation so DT may tag the account and painted in red , But for now best to Tag him so at least when there is new deal people may see the reference on his profile .

with the reference of message of the service provider the above request migth categorized as breaking the terms of regulation that users with those service might have with risks on banned and also domestic laws with the regulation of anti money laundering will gives similar order on avoiding request from criminals or falonies of ones like you, right?
