What is the incentive for the seller in this case, especially when risking to trade with you using reversible payment methods that could easily lead to scam, such as PayPal?

What would make me sell my XLM to you at a price lower than the market price, yet I can still sell off the same XLM in an exchange at the normal price?

That's way too much for a newbie rank to trade, the risk is on the seller and not on you. If you want to buy that much XLM, have you seen the markets where you can buy it?

There is no logic. Anyone can want to do anything and never think the reality. OP is trying to buy XLM which is not reversible but offering Paypal which can be reversed within 6 months. OP is newbie and offering a payment gateway which is reversible still you are thinking about logic!!
