It's been at least 10 days I'm watching this, and they have consistently enough hashpower to overtake some of the current top 10 pools. I usually look for medium-size pools and I wouldn't have seen them if I hadn't searched for DGM payout method.

Is it just oversight or is there some other reason?

Fiat no more.

It's not done automatically - the moderators have to manually pin and unpin pools.  They may not be aware of it.  Why not have the pool owner send them a message with proof of the hashrate?

Diablo-D3 does it when he gets around to it....
its not high on his priority list

when the top10 stickes was made i asked several questions about updates regularity criteria etc .... was ignored and told it didnt matter because top10 doesnt change that often...unfortunately its another example of the moderation on these forums :/

Normally, as a Global Mod, I don't get involved in things like this that are administered by the local mods, but they seem to have neglected this for several days.

I bumped EMC out and replaced it with Yourbtc.net. If I screwed up doing this, let me know.

I mean if anything bump BTCmine. Nothing against them personally, but they don't need to be stickied because I do not think they allow new members. They are also approx. 122 GH/s where EMC is approx. 153 GH/s.

Huh yeah, why did you bump us out when there are lower hashrate pools in the list?

If you're searching these lines for a point, you've probably missed it.  There was never anything there in the first place.

BTCmine was at about 180 GH/s at the time I checked it. That being said, since they are now much lower than EMC, I bumped them out and replaced them with EMC.
