Vitalik left Russia when he was 6, and has been a part of the safe, democratic Western world ever since. So why would he care or be affected by whatever the Russian government thinks of him or Ethereum? As for Ethereum 2.0, I now see there are estimates of the release sometime in 2022 or 2023, so, once again, there's no certainty when the move will happen, and I don't see what Russia has to do with it. Also, if they manage it in 2022, one of the things about 2.0 is moving to proof-of-stake, so with Russia potentially banning crypto mining, Ethereum 2.0 would actually be less affected than the current version.
Even if he was living in Russia, this wouldn’t be of any concern to him if the Russian bank decides to ban ethereum and other cryptocurrencies. Because he knows for sure that there is no way that this is going to affect the ethereum community/platform, or even affect him, the platform will continue to function as it is doing today. And that as well doesn’t prevent the ethereum 2.0 from being launched.
And if it is going to affect him at all, then he has the money to leave Russia and relocate to another country and start living there. I like you said he already has left Russia since he was six, which means that he can live at anytime he wants. Without any much stress.
