In what location can I discover a prospective roadmap for Bitcoin changes, or for modifications that have been proposed or are currently being voted on? Would like to hear more about what's in store for someone who isn't technically savvy. Thanks in advance.

bitcoin core is the default central reference. pretty much all proposals and code changes happen with them.

there is no clear platform for 'outsiders' to see current progress of things in plain english and in a clear list of progress.

usually new proposals are chatted about in the development and technical subcategory of this forum and then on IRC bitcoin developer room. once something seems plausible/useful its then mentioned more formally in the developer mailing list where it gets more formal consideration/critique. and then becomes a bip on the bitcoin core github. where it goes through a few more rounds of chatting and tweaking. and if still found to be useful/plausible then it moves into being made into code for a RC(release candidate) bitcoin core update

This is where major changes get a formal proposal. You'll find things like Segwit and Taproot in there.

Would you say that the milestones page is also a good indication of which features/fixes to expect, as well as the version they're planned for?

I've not seen this one before, does anyone know if it's possible to subscribe to it (I attempted with 2 different emails and didn't have any luck - just curious for a digest every so often or something).

I just tried to subscribe again from a different email address and it worked just fine for me.

In what way does it not work for you? Do you get an error message or something? Did you complete the captcha? Have you tried using a different browser?

I just got this, tried it on two different computers and with 2 different email addresses (I'll probably just email them though now to add me).
