The user providing service which seems to me illegal. Because the person is offering that s/he will ban Instagram and Facebook. any account as long as:
- It's not verified (there are some rare exceptions so ask me anyway)
- It has a name
- It has a face in the profile picture
If any of these conditions isn't satisfied, I can only memorialize it (memorializing means the owner can't access the account anymore so it acts like a ban but the profile is still visible on Instagram).
It isn't possible to memorialize on Facebook.
Concerning the logistics:
- Ban timeframe: 1 hour to 5 days
- Price: varies case by case
- Factors that can influence time and cost: number of followers
