It's been discussed partly before, but I want to add a new idea. 

The problem.
In the Ann section.
When you are posting an advice, warning or any other information, but you don't want to use your bumping power + bump the project on the 1st page.

The solutions:
1. Making a ON/OFF button when to use your bumping power.
    Pros: Clean and easy solution.
    Cons: Theymos has to make changes, and of course the fear of the "butterfly effect".

2. A workaround. Whitelisting of ppl to disable the 24H cool down time when deleting posts and then the "solution" Loycev came up with some time ago (se the quote below):
   Pros: Less work and stress for Theymos
   Cons: More work for all of use who want to use that
              We don't know how it affects our bumping score (at least I don't know)



I also would like an option to enable/disable my bumping power when replying on threads in such sections.
That's very easy: make a post, delete the post, and post again.
I recently tested it and this works:
Mini bumps

If you haven't posted in a topic in the last 7 days, posting in it adds 1% of your base bump power to the topic's bump score. Deleted posts count against the 7-day limit, but not the topic's bump score.
The way I read it, you can delete your post so it still counts for the 7-day limit, but doesn't add to the bump score anymore. Then, you can post there again, and it won't add to the bump score because you've posted within the last 7 days already.
If it works, this is a workaround I can live with Cheesy

Unfortunately, this doesn't work if the board doesn't allow you to delete your post within 24 hours.

But since we are talking about posts in ANN and bounty threads, you can delete those posts as soon as you make them, so Loycev's solution should work.
Most advice you would want to offer in such threads could be shared that way. Alternatively, you can always PM a user or report posts or the whole thread if it's breaking certain rules. I don't want to put all ANN altcoin threads and OPs in the same bag, but how many of them are interested in any advice and recommendations of other users?

Posting in a thread has a much lower effect compared to pressing the "bump" button. As such, you should not worry about "bumping" a thread when you post in it.

If you post criticism of a project in its thread, the thread will be visible as will its criticism.

Posting on the thread and coming on the first page is a general rule. Shouldn't interfere there. Why do you think that you will update on the thread and no one should notice it? Whatever you are updating whether advice or warning should visible for all. So it should prevent popping up on the first page. Let users read it and know more. Ignore then who don't like to read the whole thread before investing or whatever, you can't guide them the right way.

Temporarly.

Although not explicitly part of the merit system, those with more merit tend to have more credibility, so if someone is being critical of a project with a lot of merit, the thread will be close to the top of the page (temporarily), but your post will also have more credibility than those defending the project if those defending the project does not have much merit.

Ignoring the above, the bump system was not designed to forever keep scam projects away from the top of the first page. It was created to prevent spammers from excessively bumping a thread to the top.
