Before Members, there is the Junior Member and the Newbie rank.  Are you asking if Junior Members are allowed to participate?  It literally took me days to get from a Brand New account to Junior.  If Bybit decides to choose annoying spam over quality advertisement, allowing Juniors to be part of the campaign is the way to do it.  And since the thread never mentioned accepting ranks lower than Member, you can draw your own conclusions.
