I thought that self-moderated topics feature would not be disabled after i create new topic but today I created a self-moderated topic in reputation board, and moved it to Meta board, but I found that self-moderated feature disappeared, and when I returned it back to reputation board, my topic back without self-moderation? Huh

Because it is disabled in meta

The excluded sections are Meta (except for this topic), Scam Accusations, Important Announcements, and Auctions. Tagged scammers can't use this feature. You don't have to participate in self-moderated topics if you're worried about manipulation by the OP.

So it's the nearest explanation why the self moderation feature is disabled or disappeared when the thread move here in meta.

But the topic you created is a Meta board kind of post. At least I have seen a number of threads meant to report spam, malware, plagiarism and ban evasion in Meta. I don't think it should belong to the Reputations board.

So maybe it's not a bad idea to bring back the topic.

If you move a thread into a section that disallows self moderation, the tag for self moderation will be removed if it was previously enabled. If a moderator moves a self moderated thread into a section that doesn’t allow self moderation, the self moderation will remain enabled, however the OP cannot delete posts as long as the thread is in a section they disallows self moderation.

My problem is not here, topic is no longer self-moderation when I brought it back to reputation.

It used to not do this and it kept being filed as a bug report or complained about because people would take a self moderated topic made outside of meta/scam accusations, move it to one of those boards and then move it out whenever they had a problem with it to quickly delete posts they didn't like.

It's because meta doesn't allow self-moderation thread. When you move it to meta, your thread isn't anymore self-moderated. On the other hand, you should know that, when you create a thread, you have to select the self-moderation feature before posting it; you can't simply edit the thread & make it self-moderated. Therefore, it's kinda self-explanatory. In meta, your thread isn't self-moderated anymore; hence, you can't make the thread self-moderated anymore regardless of wherever the thread is located now. Go with a new one instead.

My problem is not here, topic is no longer self-moderation when I brought it back to reputation.

As I explained in my previous post, once you move your threat into a section that does not allow for self-moderation, the self-moderation feature for that thread is removed permanently. It will remain removed even if you move your thread back into a section that allows for self-moderation.

You should not be moving threads between boards frequently. You should post your thread in the correct board and leave it there. You should also not attempt to delete posts that you should not be deleting.

The self moderation tag is removed permanently if the thread is moved to a board that does not support it, a reasonable explanation for this would be that members that commented on the thread while it was in Meta and not self moderated did not agree to be moderated by a forum member and as such, should not have to be.

So, the same way posts that were started without self moderation being enabled cannot be changed to include it later on, as then the op would be able to moderate members that did not agree to that.

The self-moderated threads that are moved in meta will be disabled and even if you create a new thread in meta board then there's no self-moderated in additional settings. While it is now moved in meta then that means a self-moderated thread is no longer a self-moderated thread and once it is moved to another board like reputation then the thread will remain as it is. Only a thread will become a self-moderated thread after selecting the self-moderated in the additional settings before you post it. The only choice you have is to create a new on in reputation and lock the previous thread.

my topic back without self-moderation? Huh
Because it would be another bug otherwise. Let's say you intend to open a thread on the Meta board in self-moderation, you need to first create it on the Reputation board which allows doing so then move it to the Meta board. You just need to move your thread to the Reputation board again to be able to delete replies, move it back to Meta and so on.

Sure you can not revert it back to self-moderated.

It is similar to when you create a topic, if you want to make it as self-moderated, you must do it when you compose it and before you publish it. If you publish it as non-self-moderated (normal), you will not be able to convert it into self-moderated.

It is inconvenient but it has its meaning to prevent scammers to convert their topics from non-self-moderated to self-moderated when community discuss about their scam, show scam proofs, etc. I think it is reason why theymos controls this feature this way.
