Can you be more specific about what exactly you're looking for the Telegram bot to post? There are so many bots out there already, I find it almost hard to believe that what you want doesn't already exist or something similar that could be modded to fit your needs. There are a lot of Telegram communities out there of people hungry to use their skills to help create useful bots. You might be able to get what you need for free by posting your wishes in a Telegram community. Ironically, using Telegram would probably find you what you're looking for there rather quickly.
Anyway, more information is always helpful.
