Russia did but NATO didn't. Ukraine's president asks NATO to declare Ukraine a no-fly zone too and if NATO does that there will be a direct conflict between Russian and NATO air forces. Russia declared Ukraine no-fly zone means the Russian air force can only fly in Ukraine air space and will have the right to shoot down or force-land any aircraft they want. If NATO does the same then just think what will happens there.
