I recently reinstalled electrum on my pc.  I then typed in my seed phrase.  After doing that, it took a while to synchronize before it showed my transaction history.  I do not have any btc in electrum at the moment or for a while already as I moved the coins to nano ledger a while back.  The next time I opened electrum, it seem to synchronize yet again but it was quick.  This is normal if you haven't accessed the wallet in a while?  I did download the updated electrum from the site.

My question is could I create a new electrum wallet while still have access to my old electrum wallet on pc without having to type in my seed phrase each time to go back to my old electrum wallet?  At the moment, I have to enter a password after opening electrum  in order to get into my old electrum seed account.  But here, do I need to create a new seed?  And if so, can I still access my old electrum wallet with the same password?  Or would my multiple electrum wallets be still be under that same old electrum seed?

But if you want privacy and do not want these two electrum wallets linked together, wouldn't you need to create a new electrum seed wallet for this?  Or it has to do with the Tor browser and this doesn't matter?

Not sure why you brought up tor at the end but:

1) you can create as many wallets as you like by just going to file>new in an open wallet or typing a name for your wallet in the electrum startup window (above where you're normally prompted for a password).

2) you can switch between wallets by going to file>recently open and selecting the wallet you want to open.

3) When you create a new wallet it'll be assigned its own seed

Wallets load faster if they've already been opened as you don't need to fetch as much history to do with your addresses and public keys.

If it's the first time you've installed Electrum, it will have to download newer parts of "blockchain_headers" first before it can synchronize.
That's currently 56.8MB but I don't know how much data left to download after the checkpoint, but even so, it could take a while for some ISPs.

Then the next time you opened it, it doesn't have to redownload the block headers aside from the latest few (only a few kB).

Apart from the initial synchronization where you download blockchain headers, your wallet has to also fetch all your transaction history and it could be a lot depending on how many times you used your wallet in sending/receiving transactions and how big they were in size. In other words your wallet file itself could also be big, but it will only be downloaded once.

There is also an option that you may have several Electrum wallets for the same seed, but with different derivation path. That way, even using hardware wallet and Electrum as a client, you may need to create a separate wallets for 1.., 3… and bc1… addresses (of course if you use them).

But if you want privacy and do not want these two electrum wallets linked together, wouldn't you need to create a new electrum seed wallet for this?
IMO, once you created a new wallet on the same Electrum desktop app on your PC, it will create a new one with a new seed and a new password and I don't think they will link to each other.  It will never be linked if they don't have transactions to each other which er know that the address linked they had previous transactions.

You can create a bitcoin wallet address as many as you can, you don't need to install Electrum or download it into your PC twice.
And I assumed that you already know how to create a new Bitcoin wallet address on Electrum and of course, for the privacy that you want.

And if so, can I still access my old electrum wallet with the same password?
AFAIK, there's no restriction in Electrum for re-using the same password for multiple wallets, but no matter how safe you think your PC is, it's still a very bad practice!

It will never be linked if they don't have transactions to each other which er know that the address linked they had previous transactions.
Depending on the servers that you connect to, this might not always be the case.

Well I had electrum installed on my laptop pc a while back.  Then I removed it.  And then I installed it again and then put in the electrum seed phrase.  I do not have any coins in it but wanted to log in to see my entire history etc.

But you are saying I can create as many wallets as I want.  But each wallet would contain a new seed?  So for example if I create a new electrum wallet right now, would it log me out of my current electrum account?  The reason I ask is because I do not have my current electrum seed with me.  But would I still be able to log in with my current electrum password?  Would that password be the same for all electrum accounts I create from now or would it be a new password I create for each electrum wallet?

You don't have any "accounts" in Electrum and you don't "log in" your wallet. You open it which will load the keys into your RAM and keeps them there (encrypted if you added password) as long as that wallet instance remains open.
Also as it was already explained you can always close them and open another through the menu's open button.
