I guess you're not looking for volunteers. To find a skilled freelancer, who has a lot of free time, so he still wants to work for free, I think is very difficult.

I think you should go to either fiverr or upwork if you really wanted to have a team of freelancers as soon as possible. Also, as also stated by examplens, adding up some information about what the project is about would attract more freelancers. Plus, this is project development board hence giving us idea what really the project is will help you and us, the readers, a lot.
