I tried some ATM's in town, but I was required to have an American phone number for registration.

As the above user suggested, P2P exchanges were the best for this. Have an account with BitQuick and DameCoins. This allow users to deposit fiat money via different methods like PayPal, bank transfers, and credit cards. These platforms gives access to buy Bitcoin without phone verification. Her it is possible to deposit other cryptocurrencies for buying bitcoin.

Better to check those platforms first before suggest it to anyone. ShapeShift, LocalBitcoins and Paxful need phone number verification when you create an account on their platform. BitQuick doesn't need account, but you still need phone verification. Only DameCoins doesn't have verification, but I'm not familiar and it seems less people using this, while we know P2P lack of liquidity.

Don't ever use ShapeShift, LocalBitcoins and Paxful, you may get trigger warning due to unmatched IPs and your phone number. Hodlhodl and localcryptos are good as above member already mention before.

You can also visit the currency exchange board, create a thread there about the exchange you want to do, probably you should see a buyer.

Be careful of scammers, only trust reputed accounts, never make a trade with someone given negative tag. Or best to just make use of reputed escrow service on this forum.

In Russia, this is one of the best services. Look here for a list of payment systems whose cards you have or register with them and make a virtual bank card if possible.

I don't know how is it with NYC but in many countries to have regional phone number all you have to do is go to shop and buy pre-payed sim card (f.e. with pre-loaded 5$) and use it without kyc. So maybe the easiest way would be to get US phone number and use it with ATMs.

I have zero experience with P2P exchanges, thus I can't suggest them myself. However, what's wrong with traditional exchanges, even in OP's scenario? Couldn't we potentially use Binance for instance, along with another online banking service, such as Revolut? Personally, I've deposited money on my Revolut through my debit card, without paying any fees. Then, you can proceed to use your digital card, which if I'm not mistaken, is issued immediately.
