Best ways for someone whos not in usa to buy  usa stocks ?  Most safest and secure ways ?

I think this depends on what country you're in.

Most European stock firms, for example, allow you to trade stocks for US companies on European and Asian exchanges so you don't have to deal with international disclosure forms. If a stock exchange doesn't have that and instead trades directly through the Nasdaq or nyse then you have to fill in a form before you can trade (I think the form is about a page long).

You need to check what broker in your country have access to particular exchanges and stocks. In many cases you need to come to their office and sign up a contract in order to set up an exchange account. But in general, everything depends on your country.

There is a lot of shady forex kitchens that allow stock trading. In fact they do not have access to the market and you can only bet on numbers on the chart instead of actually buying stocks.
